Why it matters
The notice and the license are different steps
An inspection tells you whether regulated material is present. A license tells you who is allowed to disturb it. A notice tells the agency that the work is coming. Skipping one of those steps can stop a project even when the others are done.
States do not share one application. Some use an environmental agency, some a health department, and some a labor or licensing board. Local air programs in a few counties take the notice instead of the state.
